I first read this in 1976.

The Uppers, the aristocracy of this future Earth, live like vampires on a serum extracted from the blood of intoxicated and hallucinating workers. Of course that means you have to keep the workers drugged pretty much all the time and it is beginning to look as if that is not sustainable.

I suppose with hindsight it was a moral tale, but back in those wild and out-of-my-head days of 1976 I just though it was a darn good read. I have soft spot for Ken Bulmer's neat stories in slim books.
